为了有效预防、及时控制和妥善处理我校来华留学生(以下简称“留学生”)的突发事件,提高快速反应和应急处理能力,建立健全应急机制,最大程度地预防和减少突发事件所造成的损失与伤害,切实保障留学生的合法权益,创建安全和谐的工作学习环境。根据《高等学校接受外国留学生管理规定》的规定和要求,结合我校实际,特制定本预案。

一、成立留学生突发事件应急指挥小组

成立南京林业大学来华留学生突发事件应急指挥小组(以下简称“指挥小组”),由分管外事副校长担任组长,国际合作与交流处处长和国际教育学院院长任副组长,学生工作部部长、保卫处处长任小组成员。

指挥小组下设办公室,挂靠在国际教育学院,由国际教育学院院长兼任办公室主任。指挥小组全面负责学校留学生突发事件的管理,国际教育学院负责留学生日常管理。

二、突发事件的三种类型

第一类:死亡

指因自然和人为因素导致的各种死亡。包括自然灾害、突发疾病、交通事故、溺水、自杀、他杀等。

第二类:严重疾病

指来华留学生患特别严重的疾病,包括严重的非传染性和传染性疾病。如各种癌症、白血病、艾滋病、性病等。

第三类:涉及来华留学生的各种事件及纠纷,具体包括下列几种:

1. 群体类事件: 主要包括非法集会、游行、示威、罢课、群体性的斗殴等危及校园稳定的事件。

2. 案件类事件:涉及来华留学生的暴力犯罪案件,影响较大或数额较大的盗窃案件,投毒案件,涉毒案件,爆炸案件,涉及剧毒药品、放射性物品的案件,纵火案件等。

3. 事故类事件:涉及到来华留学生的空难、海损、交通事故、中毒事故、危房倒塌事故和其他重大恶性事故等。

4. 灾情类事件:影响到来华留学生的台风、地震、洪水、火灾等重大险情,流行的重大疫情和其他对教学、生活环境会造成影响的灾害等。

三、突发事件处理原则

1. 十六字处理原则:依法处理、分工协作、预防为主、内外有别。

2. 在处理突发事件的过程中,应在查明事实真相的基础上由学校相关部门向上级机关或组织汇报后,向社会媒体公布信息。

四、突发事件处理程序

1. 十六字处理程序:快速反应,及时报告,密切配合,妥善安置

2. 指挥小组成员及有关人员应在第一时间赶到事发现场,迅速了解事件规模、伤亡人员姓名、人数、状况、国籍及财产损失基本情况,及时向有关部门负责同志汇报,根据突发事件的类型及时采取相应的应对措施,保护现场,控制局面,制止事态的发展,把影响降低到最低程度。

3. 突发事件发生后,应第一时间向学校留学生突发事件应急指挥小组和学校应急指挥中心领导电话报告及汇报,并按照学校领导的要求进行处理工作,并在第一时间向南京市公安局出入境管理处、江苏省教育厅等部门汇报。需安排专人24小时值班,时刻保持联络畅通。

4. 根据事件的类型和程度不同,应采取不同的处置方法。如有留学生受伤,立即就近送往医院进行救治;如是社会人员来校和留学生闹事,立即拨打公安“110报警,并将闹事人员扣留。若为财产被盗案件,报警同时安排人员保护好现场,同时向留学生了解被盗物品的名称、数量和价值,并做好登记。积极协助公安人员勘察现场,为侦破案件提供条件。

5. 应急事件处理过程中,应急指挥小组须督促检查各项决策和应对措施的落实执行情况,确保各项处置决策的落实执行,参与事件处理的工作人员,要注意让事件在合法、合情、合理的前提下保护留学生和学校的合法权利。

6. 突发事件涉及医院、防疫、消防等部门时,负责处理突发事件的工作人员应积极与相关部门配合,做好安置、安抚、医疗急救、转移保护有关人员等工作。

7. 凡留学生突发事件发生后,指挥小组在经请示学校主管领导同意后,应及时向学生家属(监护人)通报情况,并尽力做好当事人家属来华处理善后事宜的接待工作。

8. 留学生发生正常死亡案件,学校在根据上述处理程序处理之后,由国际合作处及时通知有关外国驻华使馆、领馆。

9. 对于被公安部门拘留或逮捕的学生,学校有责任和义务告知其可以要求公安部门向其本人所在国驻华大使馆(总领事馆)通报情况。

10. 突发事件处理完成之后,要及时客观地对事件进行总结,并对处理工作的组织程序、计划方案、决策措施、预后效果等各方面资料汇总存档。

五、日常措施

1. 加强宣传,提高留学生的防范意识。在每个学期开学时,通过组织留学生开会,强调留学生提高警惕,预防突发事件;不定期开展案例教育,让留学生从中吸取经验教训,避免类似事件发生。

2. 告知留学生将国际教育学院的联系方式留给自己的家人,提醒自己的家人和朋友,如果出现无法和本人联系的情况,可以和学校联系取得帮助。

3. 与留学生所在院系辅导员、班主任、导师保持联系,及时更新留学生的联系方式,随时了解留学生动态,保持沟通。

4. 规范留学生外出请假制度,对违反相关规定的留学生应给予警告等处理。

5. 定期和不定期下宿舍检查。使留学生养成良好习惯,提醒其注意用火用电安全,保管好个人财物,时刻保持安全防范意识。

6. 加强留学生公寓的管理,留学生公寓每天24小时有人值班。

7. 在节假日期间,建立假期值班制度,安排专人值班。要求值班人员提高警惕,和学校保卫处、南京公安部门保持联系以防止和应对校内留学生突发事件。如遇到突发事件立即通知指挥小组,由指挥小组制定处理方案,并向公安局有关负责人汇报,协调解决。

Emergency response plan for international students studying in China at Nanjing Forestry University

In order to effectively prevent, timely control, and properly handle emergencies of international students from our school (hereinafter referred to as "international students"), improve their ability to respond quickly and handle emergencies, establish and improve emergency mechanisms, prevent and reduce losses and injuries caused by emergencies to the greatest extent possible, effectively protect the legitimate rights and interests of international students, and create a safe and harmonious work and learning environment, the present plan is specially formulated based on the regulations and requirements of the Regulations on the Administration of Accepting Foreign Students in Higher Education Institutions, combining with the actual situation of our university.

 

1、 Establish an emergency command group

Establish an emergency command group for international students studying at Nanjing Forestry University (hereinafter referred to as the "command group"), with the Vice President in charge of foreign affairs serving as the group leader, the Director of the International Cooperation and Exchange Department and the Dean of the College of International Education serving as deputy group leaders, and the Director of the Student Affairs Department and the Director of the Security Department serving as members of the group. The command group has an office attached to the College of International Education, with the dean of the college serving as the director of the office. The command team is fully responsible for the management of emergencies for international students in the school, while the College of International Education is responsible for the daily management of international students.

 

2、 Three types of unexpected events

1)Death

It refers to various deaths caused by natural and human factors, including natural disasters, sudden illnesses, traffic accidents, drowning, suicide, homicide, etc.

2)Severe illness

It refers to international students studying in China who suffer from particularly serious illnesses, including severe non-infectious and infectious diseases such as various cancers, leukemia, AIDS, venereal diseases, etc.

3 Various events and disputes involving international students, including the following types:

a. Group incidents: mainly include illegal gatherings, marches, demonstrations, strikes, group fights, and other events that endanger campus stability.

b. Crime related events: violent criminal cases involving international students, theft cases with significant impact or amount, poisoning cases, drug related cases, explosion cases, cases involving highly toxic drugs and radioactive materials, arson cases, etc.

c. Accident incidents: involving air accidents, maritime accidents, traffic accidents, poisoning accidents, dangerous building collapses, and other major malignant accidents involving international students.

d. Disaster events: serious disasters such as typhoons, earthquakes, floods, fires that affect international students studying in China, major epidemics, and other disasters that may affect teaching and living environments.

 

3、 Principles for handling emergencies

(1). Sixteen characters processing principles: handling according to law, division of labor and cooperation, prevention as the main focus, and differentiation between internal and external factors.

(2). In the process of handling emergencies, relevant departments of the school should report to higher-level authorities or organizations based on the investigation of the truth, and then disclose information to social media.

 

4、 Emergency handling procedure

(1). Sixteen-word processing program: quick response, timely reporting, close cooperation, and proper placement.

(2). Members of the command team and relevant personnel should arrive at the scene of the incident as soon as possible. They shall quickly understand the scale of the incident, the names, number, condition, nationality, and basic information of property damage of the casualties. They shall report to the heads of the relevant departments in a timely manner, take corresponding response measures according to the type of emergency, protect the scene, control the situation, stop the development of the situation, and minimize the impact.

(3). After an emergency occurs, the emergency response command group for international students and the emergency command center of the school should be called and reported by phone as soon as possible. The handling work should be carried out according to the requirements of the school leaders. The Entry and Exit Management Office of Nanjing Public Security Bureau and the Jiangsu Provincial Department of Education should be reported as soon as possible. A dedicated person needs to be on duty 24 hours a day to maintain smooth communication at all times.

(4). Different disposal methods should be adopted according to the type and degree of the event. If any international student is injured, they should be sent immediately to the nearest hospital for treatment; If people outside schools come to the school and conflict with international students, immediately call the public security "110" to report to the police and detain the troublemakers. If it is a case of property theft, report to the police and arrange personnel to protect the scene and at the same time, inquire with international students about the name, quantity, and value of the stolen items, and register them properly. Actively assist public security personnel in inspecting the scene and provide conditions for solving cases.

(5). During the process of handling emergency incidents, the emergency command team must supervise and inspect the implementation of various decisions and response measures to ensure the implementation of various disposal decisions. Staff involved in incident handling should pay attention to protecting the legitimate rights of students and schools under the premise of legality, justifiability, and rationality.

(6). When an emergency involves hospitals, epidemic prevention, fire protection and other departments, the staff responsible for handling the emergency should actively cooperate with relevant departments, and do a good job in resettlement, pacification, medical first aid, and transfer protection of relevant personnel.

(7). In the event of an emergency involving international students, the command team should promptly report the situation to the student's family members (guardians) after obtaining the consent of the school's supervisory leadership, and make every effort to receive the family members of the parties involved to handle the aftermath in China.

(8). In the event of a normal death of an international student, the school shall promptly notify the relevant foreign embassies and consulates in China by the International Cooperation Office after handling it according to the above procedures.

(9). For students detained or arrested by the public security department, the school has the responsibility and obligation to inform them that they can request the public security department to report the situation to the embassy (consulate general) of their home country in China.

(10). After the completion of emergency handling, it is necessary to timely and objectively summarize the event, and summarize and archive the organizational procedures, planning schemes, decision-making measures, prognosis effects, and other related information of the handling work.

 

5、 Daily precautionary measures

(1). Strengthen the propaganda and enhance the guarding consciousness of international students. At the beginning of each semester, organize meetings for international students to emphasize their vigilance and prevent unexpected events; Regularly carry out case education to enable international students to learn from it and avoid similar incidents.

(2). Inform international students to leave the contact information of the College of International Education to their families, remind their families and friends contact the college for assistance if they are unable to contact them.

(3). Keep in touch with the counselors, head teachers, and supervisors of the colleges where the international students are studying, update their contact information in a timely manner, stay updated on the dynamics of the international students, and maintain communication.

(4). Standardize the system for international students to take leave when going out, and issue disciplinary warnings and other measures to international students who violate relevant regulations.

(5). Regular and irregular dormitory inspections. To cultivate good habits among international students, remind them to pay attention to fire and electricity safety, keep personal belongings safe, and always maintain safety awareness.

(6). Strengthen the management of international student dormitories, with personnel on duty 24 hours a day.

(7). During holidays, establish a holiday duty system and arrange for dedicated personnel to be on duty. Duty personnel shall be vigilant and maintain contact with the school security office and public security departments in Nanjing to prevent and respond to emergencies involving international students on campus. If encountering an emergency, immediately notify the command team, which will develop a handling plan and report to the relevant person in charge of the public security bureau for coordination and resolution.
