为加强学校对留学生公寓的管理,为留学生及周边学生公寓营造一个整洁、文明,安全的学习生活环境,根据《来华留学生违纪处理规定》及公寓的实际违纪行为,设定公寓违纪处分等级,分别为警告、严重警告、记过处分学年因宿舍违纪受到两次警告处分来华留学生给予一次严重警告处分;学年因宿舍违纪受到两次严重警告处分来华留学生,给予一次记过处分一学年内因宿舍违纪受到记过处分或因其他违纪行为受到学校记过和留校查看处分来华留学生将取消当年奖学金评定资格和在校住宿资格

具体条款如下:

第一条 用电安全

1、严禁在公寓内私拉乱接电线、网线等,因乱拉电线造成火险,危及宿舍安全的,视情节严重程度给与最高记过处分。

2、公寓空调插头为专属插头,禁止私自改接空调插座电路或在插座上使用其他电器,尤其大功率电器;禁止随意拔、插或公寓使用空调以外取暖或制冷设备电炉、电暖风、电暖气、电热杯、电热毯。违者没收违禁电器并给与警告处分,造成严重后果的可给于最高记过处分

第二条 防火安全

1、严禁在公寓内吸烟,违者给与警告处分

2、严禁在公寓内使用明火,如蜡烛酒精炉燃气灶等;严禁在宿舍内焚烧杂物,严禁在宿舍内存放剧毒、易燃、易爆物品;造成火灾隐患者违者视情节严重程度给与最高记过处分并通报出入境部门

第三条 严禁在公寓酗酒、赌博或变相赌博、打架斗殴、起哄闹事、摔砸酒瓶等爆响物,严禁从宿舍窗户或阳台向楼下扔杂物,违者视情节严重程度给与记过处分并通报出入境部门

第四条 严禁在公寓高声喧哗、娱乐嬉闹高声播放音乐尤其是夜间23:00-次日7:00之间不得以任何理由任何方式影响周围公寓和寝室同学学习及休息,公寓严禁留宿外来人员,违者视情节严重程度给与最高记过处分并通报出入境部门

第五条 严禁将一卡通转借他人使用或使用他人一卡通,经批评教育屡教不改者给与警告处分;

第六条 晚上不回公寓居住者,必须提前向留学生辅导员或班主任报备并办理夜不归宿请假手续,且回校后来学院销假,未办理请假手续擅自夜不归宿者给予警告处分。(仅适用于本科学生)

第七条 严禁在公寓内饲养宠物,违者给于警告处分,并需自行处理公寓内饲养的宠物

第八条 公寓内配置的家具电器设备学校统一购买的公物,平日须爱护使用,出现使用故障时应及时向管理员报修,严禁私自拆修,因个人使用不当造成设备损坏须照价赔偿并给予警告处分;严禁将公寓内任何公用家具电器设备带出宿舍,造成公用物品丢失损坏的给与宿舍全体成员警告处分集体赔偿或修复至原样

第九条,严禁组织、宣传宗教活动,严禁在公寓公共区域进行任何宗教仪式,违者视情节严重程度给与最高记过处分,并通报出入境部门。

第十条 不得在公寓楼内和寝室乱丢垃圾、乱涂乱画、张贴海报,散发传单等违者给与警告处分;严禁在公寓楼内从事经商或其他推销活动,违者给与警告处分,一学期两次安全卫生检查不合格的寝室成员给于警告处分

第十一条 严禁止将厨余垃圾及异物倒入下水道中,严禁将卫生纸及卫生用品扔入下水道内,以免造成下水道堵塞;出现下水道堵塞的宿舍须集体承担疏通费用同时给与严重警告处分;

第十二条 严禁人为破坏门禁系统机具、网络等设备,严禁用异物将单元门抵住影响门禁系统正常工作。违者给与警告处分;

第十三条 严禁将管制刀具、枪支、弹药等管制器具,易燃易爆品、化学剧毒品、放射性物品及不稳定的化学药品等侵犯公共安全的危险物品带进公寓,违者视情节严重程度给与最高记过处分,并通报出入境部门;

第十四条 严禁擅自挪用公寓内任何消防器材,严禁私拆防火、防盗等安全防护设施,严禁以任何形式阻碍消防通道,违者给与警告处分;

第十五条 严禁随意攀爬校内各种围栏、围墙;严禁翻爬公寓区大门及一卡通闸机;违者给与严重警告处分;

第十六条 严禁擅自留宿外来人员及未向学院报备擅自离校居住,违者视情节严重程度给与最高记过处分,并通报出入境部门;

第十七条 严禁擅自将公寓床位转租、转借他人;私自调换寝室,占用其它床位资源;私自换、加门锁及私配钥匙严禁私自更换、另加门锁,私自调换、拆卸、改装、搬出房间内的备品设施,私自损坏、拆卸、改装电气及管线设备。如有人为损害,按照《房间、公共区域设备设施登记表》规定价格赔偿视情节严重程度给与最高记过处分;

第十八条 严禁在公寓区内从事租赁、修理,代售等经营活动及收费性服务活动,违者给与警告处分并通报出入境部门

十九 所有来华留学生必须接受学校和国际教育学院管理和监督,在宿舍检查过程中,对于干扰、阻碍检查人员履行宿舍检查者视情节严重程度给与最高记过处分;

二十 其它严重违反公寓管理规定或造成严重后果和恶劣影响行为的。违者视情节严重程度可根据《南京林业大学来华留学生违纪处理规定》进一步给与最高开除学籍处分,并通报出入境部门。

二十一 来华留学生有违反本规定的,由国际教育学院学生管理服务办公室报国际教育学院,国际教育学院召开联席会依照本规定要求和情节严重程度给予相关人员处分决定情节严重者报出入境管理部门

1处罚通知应送达国际学生本人,无法送达的,通过网络通信方式(电子邮件、微信等)送达(发送电子邮件、微信后,视为送达)。

2被取消住宿资格的国际学生,当事人应在收到《取消在校住宿资格告知书》7个工作日内搬离公寓;拒不搬离公寓的,公寓管理人员可以禁止其进入公寓,并有权对当事人所有留存物品进行搬离,因此产生的费用由当事人个人承担。因搬离造成其留存物品丢失或者损失的由当事人自行承担。国际教育学院负责将其记录来华留学生诚信档案并通报出入境管理部门

备注:

1、  以上条款请所有学生遵照执行,若有违纪行为情节严重者将视情节加重处理。

2、留学生个人宿舍表现和处分结果将作为评定学校来华留学生学业奖学金和其他奖学金重要依据,请大家遵照执行!

3、本规定由国际教育学院负责解释和补充以中英文书就若有歧义,以中文表述为准。


Regulations on Safety Management and Disciplinary Punishment of Dormitories for International Students

In order to strengthen the school’s management of dormitories for international students and create a clean, civilized, and safe study and living environment for international students and surrounding students, three levels of punishments have been set based on the actual violations, namely Warning, serious warning, and disciplinary action.International students who receive two warnings for dormitory violations within one academic year will be given one serious warning; International students who receive two serious warnings due to dormitory violations within one academic year will be given one demerit penalty. International students who receive one demerit penalty due to dormitory violations within one academic year or receive school demerits and stay on campus inspections due to other disciplinary behaviors will have their eligibility for scholarship assessment and accommodation in China cancelled.

The specific terms are as follows:

Article 1 Electricity Safety

1. It is strictly forbidden to pull wires and network cables privately in the dormitory. If the wires are pulled indiscriminately in the dormitory and cause fire hazard and endanger the safety of the dormitory, the highest demerit punishment will be given based on the severity of the situation.

2.The dormitory air conditioner plug is an exclusive plug. It is forbidden to change the circuit of the air conditioner socket or use other electrical appliances in the socket, especially high-power electrical appliances; it is prohibited to randomly unplug, plug in, or use heating or cooling equipment other than air conditioning in the apartment (such as electric stoves, heaters, electric cups, electric blankets, etc.). Violators shall confiscate prohibited electrical appliances and be given a warning. Those who cause serious consequences may be given the highest penalty.

Article 2 Fire Safety

1. It is strictly forbidden to smoke in the apartment. The Warning would be given in case of violations.

2. It is strictly forbidden to use open flames in the apartment, such as a candle, alcohol stove , Gas stove etc.; it is strictly forbidden to burn sundries in the dormitory, and it is strictly forbidden to store highly toxic, flammable, and explosive materials in the dormitory. Those who cause a fire and violate regulations will be given the highest disciplinary action based on the severity of the situation, and reported to the immigration department;

Article 3 It is strictly prohibited to drink, gamble, or engage in disguised gambling, fighting, causing trouble, or smashing alcohol bottles or other explosive materials in the apartment. It is also strictly prohibited to throw debris from the dormitory window or balcony to the downstairs. Violators will be given a demerit based on the severity of the situation and reported to the immigration department.

Article 4 It is strictly prohibited to make loud noises, engage in entertainment, or play music loudly in the apartment, especially between 23:00 at night and 7:00 the next day. It is not allowed to affect the learning and rest of surrounding apartments and dormitories in any way for any reason. It is strictly prohibited to stay with outsiders in the apartment. Violators will be given the highest penalty according to the severity of the situation and reported to the immigration department.

Article 5 It is strictly forbidden to lend the smart card to others or use the smart card of others, and those who fail to correct their behaviors after being criticized and educated would be given a college-level warning;

Article 6 Those who do not return to the dormitory at night must report to the counselor or homeroom teacher of international students at advance, and handle the procedures for requesting leave at night, and cancel the leave after returning to school. Those who do not return to the dormitory without going through the formalities would be given a Warning. (Only applicable to undergraduate students)

Article 7 It is strictly prohibited to keep pets in the apartment. Violators will be given a warning and must handle the pets kept in the apartment on their own.

Article 8 The furniture, appliances, and other equipment installed in the apartment are public property purchased uniformly by the school, must be used with care on a daily basis. If there is a malfunction, please report to the administrator in time for repair. It is strictly prohibited to dismantle and repair the equipment without permission. The equipment damage caused by improper personal use must be compensated at the original price and a warning would be given. It is strictly prohibited to take any public furniture and electrical appliances in the dormitory out of the dormitory, those who cause loss or damage to public goods shall be given a warning to all members of the dormitory, and shall be collectively compensated or repaired to their original condition.

Article 9 It is strictly prohibited to organize and promote religious activities, and any religious ceremonies are strictly prohibited in the public areas of apartments. Violators will be given the highest penalty according to the severity of the situation, and the entry and exit department will be notified.

Article 10 No littering, graffiti, posters, flyers, etc. are allowed in the apartment building and dormitories. Violators will be given a warning; It is strictly prohibited to engage in business or other promotional activities within the apartment building. Violators will be given a warning, and dormitory members who fail two safety and hygiene inspections per semester will be given a warning;

Article 11 It is strictly forbidden to pour kitchen waste and foreign objects into the sewers, and it is strictly forbidden to throw toilet paper and sanitary products into the sewers so that to avoid clogging the sewers; dormitories with clogged sewers must collectively bear the dredging costs and a serious college-level warning would be given.

Article 12 It is strictly forbidden to damage the access control system equipment, network and other equipment, and it is strictly prohibited to use foreign objects against the unit door to affect the normal operation of the access control system. In case of violations, a college-level warning would be given.

Article 13 It is strictly prohibited to bring controlled tools, firearms, ammunition and other controlled equipment, flammable and explosive materials, highly toxic chemicals, radioactive materials, and unstable chemicals that violate public safety into the apartment. Violators will be given the highest disciplinary action based on the severity of the situation, and the entry and exit department will be notified;

Article 14 It is strictly forbidden to misappropriate any fire-fighting equipment in the student dormitory, privately dismantle fire-prevention, anti-theft and other safety protection facilities. It is strictly prohibited to obstruct fire exits in any form, violators will be given a warning.

Article 15 It is strictly forbidden to climb all kinds of fences and walls in the school at will; and it is strictly forbidden to climb over the dormitory gates and the gates of the smart card. In case of violations, a warning would be given.

Article 16 It is strictly forbidden to have the outsiders living in the dormitory or live outside of the dormitory without permission. Violators will be given the highest penalty based on the severity of the situation and reported to the immigration department.

Article 17 It is strictly forbidden to sublet or lend beds to others without authorization; exchange dormitories and occupy other bed resources without authorization; In case of changing, adding door locks, and assigning keys without authorization; it is strictly prohibited to replace or add door locks without authorization, replace, dismantle, modify, or move out spare facilities in the room without authorization, and damage, dismantle, or modify electrical and pipeline equipment without authorization. If there is human damage, compensation shall be made according to the price specified in the Room and Public Area Equipment and Facilities Registration Form, and the highest penalty shall be given depending on the severity of the situation;

Article 18 It is strictly forbidden to engage in business activities such as leasing, repair, agent sales and fee-based service activities in the apartment. In case of violations, a warning would be given and exit department will be notified.

Article 19 All international students studying in China must accept the management and supervision of the school and the International School of Education. During the dormitory inspection process, those who interfere or obstruct the inspection personnel from carrying out the dormitory inspection will be given the highest penalty according to the severity of the situation;

Article 20 Other serious violations of apartment management regulations or behaviors that result in serious consequences and adverse effects. Depending on the severity of the situation, violators may be further punished with the highest expulsion according to the "Regulations on the Handling of Violations by International Students from Nanjing Forestry University" and reported to the immigration department.

Article 21 If international students who come to China violate these regulations, the Student Management Service Office of the School of International Education shall report to the School of International Education. The School of International Education shall hold a joint meeting to impose disciplinary decisions on relevant personnel in accordance with the requirements of these regulations and the severity of the circumstances. Those with serious circumstances shall report to the immigration department.

1. The penalty notice should be delivered to the international student themselves. If it cannot be delivered, it should be delivered through online communication methods (such as email, WeChat, etc.) (after sending email, WeChat, etc., it is considered delivered).

2.International students whose accommodation qualifications have been cancelled should move out of the apartment within 7 working days after receiving the notice of cancellation of their accommodation qualifications on campus; Those who refuse to move out of the apartment may be prohibited from entering the apartment by the apartment management personnel, and have the right to move out all retained items of the parties involved. Any expenses incurred as a result shall be borne by the parties themselves. If the retained items are lost or lost due to relocation, the parties involved shall bear the responsibility on their own. The International School of Education is responsible for recording the integrity records of international students studying in China and notifying the immigration department.

 

Remarks:

1、All international students are required to abide by the above terms. If there are serious violations, they will be punished according to the severity of the situation.

2、The personal dormitory performance and disciplinary results of international students will serve as important criteria for evaluating academic scholarships and other scholarships for international students coming to China. Please follow and implement them!

3、This regulation is interpreted and supplemented by the School of International Education, and is written in both Chinese and English. In case of any ambiguity, the Chinese expression shall prevail.
